Guardian Text Messaging Terms

Last updated: October 28, 2026

Text messages are not an emergency service. Do not reply to a Guardian text to report an emergency. In an emergency, call 911.

These terms cover text messages sent by AVAIRY Solutions through the Guardian platform to residents of the cities and police departments we serve. They apply only to Guardian text messaging. They do not cover any other AVAIRY product.

1. Who sends these texts

Texts are sent by AVAIRY Solutions (a dba of AVAIRY Forensic Solutions, LLC), on behalf of a city or police department under a written service agreement with that agency. Every message names AVAIRY Solutions and the agency it is sent for, for example “AVAIRY Solutions for Westlake Police.”

2. Our text programs

Text-a-link (police non-emergency line)

When you call a participating police department’s non-emergency line and ask for a city form or information page, the phone assistant may offer to text you a link to that page. It asks first, and sends the text only if you say yes on the call. You get one message per request, containing a link to the city’s own official website. You are not added to any list. Saying no, or not answering, sends nothing, and texting is never required for any city service.

Exactly what the assistant says, and how consent is recorded, is published for each agency:

Community alerts (Guardian Notify)

Residents can sign up on a city’s own web sign-up page to receive public-service alerts for that city, such as road closures, weather and snow emergency notices, utility and facility outages, and public-safety announcements. The sign-up box is unchecked until you check it. Message frequency varies with events.

3. What we never send

4. Stop, start & help

5. Frequency & cost

Text-a-link: one message per request. Community alerts: frequency varies. Message and data rates may apply according to your mobile plan. We do not charge you for any Guardian text.

6. Privacy of your mobile number

No mobile information will be shared with third parties or affiliates for marketing or promotional purposes. Mobile phone numbers and text-messaging consent (opt-in) data are never sold, rented or shared. They are used only to deliver the messages you asked for, and are shared only with the service providers that deliver those messages for us (our cloud and text-delivery providers) and with the city or police department the program serves. We keep a record of each consent (date, time, number and the exact consent wording) for as long as the agency’s agreement lasts. See our Privacy Policy.

7. Carriers & delivery

Mobile carriers are not liable for delayed or undelivered messages. Delivery depends on your carrier and coverage, so Guardian texts should never be your only source of urgent information.
